Abstract

Non-technical losses refer to energy losses caused by illegal electricity usage, tampering with metering devices, and unauthorized connections by customers. In 2024, the implementation of P2TL (Electricity Usage Control and Inspection) in the working area of PT PLN (Persero) UP3 Palu identified various types of violations. One common case involved customers manipulating their kWh meters to reduce the recorded energy consumption. To mitigate these losses, P2TL was carried out as a strategy for monitoring and enforcement. In October, there were 153 customers found violating regulations, followed by 90 in November, and 109 in December 2024. The calculations showed a decrease in energy losses in each month after P2TL was conducted. In October, losses dropped from 10.65% to 8.7%, a reduction of 1.95%. In November, losses decreased from 10.54% to 9.5%, or by 1.04%. In December, the reduction was from 9.39% to 8.19%, amounting to 1.59%. These results demonstrate that the implementation of P2TL has made a tangible contribution to reducing non-technical losses. Therefore, P2TL has proven to be an effective strategic measure for improving operational efficiency and minimizing electricity loss
