Abstract

The rapid economic growth of Batam has driven a 6% annual increase in electricity demand. To meet this growing load demand, additional generation capacity has been installed, one of which is the Bagus Karya Gas Engine Power Plant (PLTMG) in Tanjung Uncang. PLTMG Bagus Karya plays a crucial role in increasing the active power reserve from 150.5 MW to 247.2 MW and reactive power from 462.2 MVAR to 590.1 MVAR, while also reducing the risk of overload from 141.9% to 87.2%. The integration of this power plant introduces the potential for system frequency rise during interconnection disturbances or events causing significant load loss. Due to the limited number of generators equipped with governors in the Batam-Bintan power system, the plants cannot automatically regulate frequency changes, making additional preventive measures necessary. The most suitable method for this condition is the Over Frequency Generation Shedding (OFGS) scheme, which involves generator tripping. The shedding scheme is designed based on the generator’s inertia constant, which affects the system’s dynamic response. In the event of an interconnection disturbance, the system experienced a load loss of 77.62 MW and a peak frequency of 52.6 Hz. Implementation of the OFGS scheme successfully reduced the frequency to 50.19 Hz when shedding prioritized high-inertia generators, and to 50.36 Hz when prioritizing low-inertia generators. The high-inertia–based scheme resulted in smaller and more stable frequency fluctuations compared to the low-inertia scheme, indicating the superior capability of PLTMG Bagus Karya in maintaining system frequency stability. Thus, PLTMG Bagus Karya and the implementation of a high-inertia–based OFGS scheme have proven effective in optimizing power system performance and preventing damage from overfrequency events..
