The process of checking the similarity of proposal titles in the information system manually by reviewers still takes a long time and requires maximum accuracy, because it will be checked one by one with the titles in the database.
By utilizing technological developments, it can make it easier for reviewers on information systems to check the similarity in the title of the proposal easily, so
that users or users who have submitted proposals get an examination response quickly. This research tries to implement the winnowing algorithm, which is an algorithm for measuring text similarity. The winnowing algorithm generates a fingerprint which will represent the title text in the similarity calculation with the similarity coefficient jaccard equation. Tests are carried out using title text data to determine the ability of the winnowing algorithm in providing title similarity detection. Furthermore, the calculations generated by the system will be tested
with the results of manual calculations performed by the author. The result is that the examination of the title of the proposal that has been compared gets an accuracy of 80%

Proses pemeriksaan kemiripan judul proposal pada sistem informasi secara manual oleh reviewer masih memakan waktu yang lama dan mebutuhkan ketelitian yang maksimal, karena akan diperiksa secara satu persatu dengan judul yang ada pada database. Dengan memanfaatkan perkembangan teknologi,
dapat memudahkan reviewer pada sistem informasi dalam pemeriksaan kemiripan pada judul proposal dengan mudah, sehingga pengguna atau user yang telah mengajukan proposal mendapatkan respon pemeriksaan dengan cepat. Pada penelitian ini mencoba mengimplentasikan algoritma winnowing,
yaitu algoritma untuk mengukur kemiripan teks. Algoritma winnowing menghasilkan fingerprint yang akan mewakili teks judul pada perhitungan kemiripan dengan persamaan jaccard coefficient similarity. Pengujian dilakukan menggunakan data teks judul untuk mengetahui kemampuan algoritma
winnowing dalam memberikan pendeteksian kemiripan judul. Selanjutnya perhitungan yang dihasilkan oleh sistem akan diuji dengan hasil perhitungan manual yang dilakukan oleh penulis. Hasilnya pemeriksaan judul proposal yang
telah dibandingkan mendapat akurasi sebesar 80%.
