Abstract
Pembangunan Saluran Udara Tegangan Tinggi (SUTT) 150 kV Kawasan Industri Dumai – Pakning (Lot 2) merupakan proyek infrastruktur strategis yang memerlukan fondasi tiang bored pile untuk menyalurkan beban dari tower ke tanah secara aman dan efisien. Dalam perencanaan awal kontrak fondasi tower menggunakan bored pile dengan diameter 40 cm, namun pelaksana pekerjaan mengajukan permohonan perubahan desain fondasi bored pile diameter 40 cm menjadi 60 cm dengan alasan bahwa kondisi lahan merupakan tanah gambut sehingga terdapat risiko bored pile patah akibat kelangsingan, kelurusan piled tidak dapat dipertahankan dan keruntuhan tanah saat pengeboran.Evaluasi perubahan bored pile terhadap kelayakan design dilakukan oleh PT LAPI ITB selanjutnya evaluasi terhadap volume, dampak terhadap masa pelaksanaan dan kontraktual dijabarkan dalam penelitian ini. Permohonan perpanjangan waktu yang diajukan oleh pelaksana selama 450 hari tidak sepenuhnya diterima oleh owner, hasil evaluasi owner hanya memberikan perpanjangan waktu selama 199 hari. Hasil analisis terhadap dampak perubahan diameter bored pile pada pekerjaan SUTT 150 kV Kawasan Industri Dumai - Pakning (lot 2) diharapkan dapat memberikan wawasan kepada pengelola pekerjaan serupa bahwa perubahan desain tanpa mitigasi risiko yang efektif dapat memperpanjang masa pelaksanaan secara signifikan.
The construction of the 150 kV High Voltage Overhead Transmission Line (SUTT) Dumai - Pakning Industrial Area (Lot 2) is a strategic infrastructure project requiring bored pile foundations to safely and efficiently transfer tower loads to the ground. In the initial contract planning, the tower foundation was designed using bored piles with a 40 cm diameter. However, the project contractor requested a design modification to increase the bored pile diameter from 40 cm to 60 cm, citing that the site consists of peat soil, which poses risks such as pile breakage due to slenderness, misalignment of pile installation, and soil collapse during drilling. Evaluation of bored pile changes to the feasibility of the design was carried out by PT LAPI ITB, then evaluation of the volume, impact on the implementation period and contractual is described in this study. The contractor's request for a 450-day extension was not fully approved, as the owner granted an extension of only 199 days based on their evaluation. The analysis of the impact of this bored pile diameter change on the SUTT 150 kV Dumai - Pakning (Lot 2) project is expected to provide insights for project managers handling similar works. This study emphasizes that design changes without effective risk mitigation strategies can significantly extend project execution time.
