Abstract

Layanan antrean merupakan salah satu aspek penting dalam peningkatan kualitas pelayanan pada lembaga layanan publik. Namun, dalam praktiknya, sering muncul permasalahan berupa distribusi antrean yang tidak merata, seperti yang terjadi di BPJS Ketenagakerjaan DKI Jakarta, di mana beberapa kantor cabang mengalami penumpukan peserta sementara cabang lain relatif lebih lengang. Penelitian ini bertujuan untuk merancang sistem monitoring ketersediaan antrian dinamis berbasis spasial dengan memanfaatkan teknologi Geographic Information System (GIS) yang terintegrasi dengan manajemen antrian secara real time. Metode penelitian dilakukan melalui studi literatur, analisis kebutuhan sistem, dan pemodelan konseptual dengan pendekatan desain sistem. Hasil penelitian menghasilkan rancangan sistem yang mencakup arsitektur basis data spasial, mekanisme pembaruan antrean dinamis, serta visualisasi geografis ketersediaan antrian antar cabang. Simpulan dari penelitian ini menunjukkan bahwa rancangan sistem yang diusulkan berpotensi membantu optimalisasi distribusi peserta, meningkatkan transparansi informasi antrian, serta mendukung pengambilan keputusan manajerial di lembaga layanan publik.

Queue services are one of the important aspects in improving the quality of service at public service institutions. However, in practice, problems often arise in the form of uneven queue distribution, as happened at BPJS Ketenagakerjaan DKI Jakarta, where some branch offices experience a build-up of participants while other branches are relatively quieter. This study aims to design a spatial-based dynamic queue availability monitoring system by utilizing Geographic Information System (GIS) technology that is integrated with queue management in real time. The research method was carried out through literature study, system needs analysis, and conceptual modeling with a system design approach. The results of the research resulted in a system design that includes a spatial database architecture, a dynamic queue update mechanism, and a geographical visualization of inter-branch queue availability. The conclusions of this study show that the proposed system design has the potential to help optimize the distribution of participants, increase the transparency of queue information, and support managerial decision making in public service institutions.
