Abstract

Dalam pengoperasiannya, pusat tenaga listrik harus mampu menyediakan tenaga listrik dalam frekuensi konstan 50 Hz. Penyimpangan frekuensi dari nilai nominal harus selalu dalam batas toleransi yang diperbolehkan. Untuk menjaga frekuensi pada batas toleransi tersebut, governor melakukan kerja sebagai tanggapan terhadap beban sistem yang berubah sepanjang waktu. Governor menambah atau mengurangi volume aliran uap menuju turbin, artinya melakukan pengaturan pada governor berkaitan erat dengan pengaturan daya aktif dan frekuensi keluaran dari generator. Dalam skripsi ini dilakukan simulasi penyetelan pengontrol governor terhadap perubahan beban harian dengan menggunakan Simulink di PLTU Sumbawa Barat. PLTU Sumbawa Barat sebagai pusat listrik yang baru beroperasi pada tahun 2019 harus mampu memberikan kinerja yang baik, oleh sebab itu simulasi penyetelan pengontrol governor dilakukan untuk mengetahui penyetelan pengontrol yang paling baik dalam menanggapi perubahan beban. Penyetelan pengontrol dilakukan menggunakan metode Ziegler-Nichols step response, Ziegler-Nichols frequency response, dan Cohen-Coon pada kondisi perubahan beban harian minimum, rata-rata, dan maksimum. Dari simulasi didapatkan respons sistem dengan steady state dicapai pada 14 detik untuk sistem aktual, 8 detik untuk metode Ziegler-Nichols step response, 7,3 detik untuk metode dengan Ziegler-Nichols frequency response, dan 10,8 detik untuk metode Cohen-Coon. Metode Ziegler-Nichols frequency response memberikan respons terbaik dengan nilai Kp = 162,2043, Ki= 314,4343, dan Kd=20,9187.

In its operation, a power plant must be able to provide electricity on a constant frequency of 50 Hz. A frequency deviation from the nominal value must always be within the allowable tolerance limits. The frequency value of the system is affected by the system load which is always changing over time. To maintain the frequency to be within the tolerance limit, the governor performs its work in response to the continually changing system loads. The governor increases or decreases the steam flow volume to the turbine, which implies that making adjustments to the governor is closely related to controlling the active power and the output frequency of the generator. In this thesis, a simulation of the governor controller settings against the daily load changes is performed using Simulink at PLTU (steam power plant) Sumbawa Barat. PLTU Sumbawa Barat as a power center that has recently started to operate in 2019 must be able to have good performance, therefore a simulation of governor controller settings is conducted to figure out the best controller settings in response to the load changes. The adjustment to the controller was performed using three methods, i.e. the Ziegler-Nichols step response, the Ziegler-Nichols frequency response, and the Cohen-Coon, under conditions of minimum, average, and maximum daily load changes. The simulation results are obtained as follows: the steady-state system response is achieved at 14 seconds by the actual system, at 8 seconds by the Ziegler-Nichols step response method, at 7.3 seconds by the Ziegler-Nichols frequency response method, and at 10.8 seconds by the Cohen-Coon method. The Ziegler-Nichols frequency response method gives the best response with the values of Kp = 162,2043, Ki= 314,4343, and Kd=20,9187.
