Abstract
Dicanangkannya Kota Labuan Bajo menjadi salah satu Kawasan Strategis Pariwisata Nasional (KSPN) membuat PLN melakukan perbaikan infrastruktur kelistrikan melalui rekonfigurasi jaringan 20kV dari SUTM menjadi SKTM dan bertahap dari sistem konfigurasi radial, konfigurasi Open Loop, konfigurasi Closed Loop dan konfigurasi ZDT (Zero Down Time) dengan tiga Zona Closed Loop untuk melayani 12 pelanggan premium serta penambahan CBOG dan Relay Differential pada masing masing gardu pelanggan premium untuk meningkatkan keandalan pasokan energi listrik, rekonfogurasi jaringan tersebut menggunakan kabel NA2XSEYBY 3x150 mm² dengan Kuat Hantar Arus (KHA) 231 Ampere, sesuai pertumbuhan beban Sistem Flores pada RUPTL 2021-2030 akan bertahan sampai tahun ke 8 (tahun 2030). Hasil analisis Aliran Daya menggunakan aplikasi Etap didapat tegangan ujung terendah di pelanggan sebesar 19,188 kV masih memenuhi standard layanan tegangan 18 kV s/d 21 kV, dan hasil analisis Hubung Singkat terbesar menggunakan Etap terjadi di Busbar GI Labuan Bajo sebesar 6,130 kA masih dibawah kemampuan peralatan kubikle di GH Gorontalo yaitu 16 kA dan kubikle di Gardu Induk yaitu 25 kA, serta dengan menambah Automatic Transfer Switch (ATS), Genset Backup dan Uninterruptible Power Supply (UPS) sesuai simulasi Etap Pelanggan Permium Zero Down Time (ZDT) benar-benar tidak merasakan padam atau kedip saat terjadi gangguan sehingga memenuhi standard layanan kecepatan pindah pasokan (otomatis) untuk Pelanggan Permium Zero Down Time (ZDT) yaitu 3 detik.

The results of the Power Flow analysis using the Etap application obtained the lowest end voltage at the customer of 19.188 kV still meeting the service standard voltage of 18 kV to 21 kV, and the results of the largest Short Circuit analysis using Etap occurred at the Busbar GI Labuan Bajo of 6,130 kA still below the equipment's capability. The cubicle at GH Gorontalo is 16 kA and the cubicle at the Substation is 25 kA, as well as by adding Automatic Transfer Switch (ATS), Backup Generator and Uninterruptible Power Supply (UPS) according to the simulation of Etap Subscriber Permium Zero Down Time (ZDT) really doesn't work. senses blackouts or flashes when there is a disturbance so that it meets the service standard for switching supply speeds (automatic) for Premium Zero Down Time (ZDT) customers, which is 3 seconds.
