Abstract

Perkembangan pesat kelistrikan di Sulawesi Bagian Selatan seiring dengan meningkatnya kebutuhan energi listrik. Pada periode September hingga Desember 2023, Sulbagsel menghadapi tantangan besar dalam pengelolaan permintaan energi listrik (Demand Side Management), akibat penurunan pasokan dari Pembangkit Listrik Tenaga Air (PLTA), yang menyuplai sekitar 33% dari total pasokan listrik. Penurunan debit air hingga 75% karena kemarau berkepanjangan mengakibatkan berkurangnya pasokan listrik dan memicu pemadaman bergilir di Makassar. PT. PLN (Persero) menerapkan program Flexible Load Management Shifting untuk mengatasi kekurangan pasokan dan menjaga stabilitas sistem kelistrikan. Penelitian ini menganalisis kondisi kelistrikan selama periode tersebut, mengevaluasi efektivitas DSM, dan menghitung dampak ekonomis dari ketidaktersediaan energi listrik. Hasil penelitian menunjukkan bahwa kondisi kelistrikan tidak stabil dengan Total Energy Not Supplied (ENS) sebesar 77.969,28 MWh, terutama pada November. DSM efektif dalam mengelola beban listrik meski ENS tinggi, dengan dampak positif termasuk pengurangan pemborosan energi dan penurunan durasi pemadaman listrik. Dengan malakukannya Demand Side Management (DSM), PT. PLN (Perseero) dapat mengurangi kerugian yaitu Rp.8.824.088.908.800-Rp.112.642.363.286 = Rp. 8.711.446.545.515.

The rapid development of the electricity sector in South Sulawesi is in line with the increasing demand for electrical energy. From September to December 2023, South Sulawesi faced significant challenges in managing energy demand due to a reduction in supply from Hydroelectric Power Plants (PLTA), which provide about 33% of the total electricity supply. The decrease in water flow by up to 75% due to prolonged drought led to reduced electricity supply and triggered rolling blackouts in Makassar. PT. PLN (Persero) implemented a Flexible Load Management Shifting program to address the supply shortage and maintain system stability. This study analyzes the electricity conditions during this period, evaluates the effectiveness of Demand Side Management (DSM), and calculates the economic impact of electricity unavailability. The results indicate that electricity conditions were unstable with a Total Energy Not Supplied (ENS) of 77,969.28 MWh, particularly in November. DSM was effective in managing electricity load despite the high ENS, with positive impacts including reduced energy wastage and shorter blackout durations. By implementing DSM, PT. PLN (Persero) was able to reduce losses by IDR 8,824,088,908,800 - IDR 112,642,363,286 = IDR 8,711,446,545,515.
