Abstract

Salah satu jalur transmisi yang menghubungkan interkoneksi Sumatera – Bangka selain kabel laut adalah jalur transmisi SUTT 150 kV Kenten – Tanjung Api-api. Pengoperasian jalur transmisi SUTT 150 kV Kenten – Tanjung Api-Api menjadi krusial karena merupakan jalur penyaluran energi listrik utama atau backbone sistem 150 kV Sumatera – Bangka. Beroperasinya Sistem Interkoneksi 150 kV Sumatera – Bangka dapat berpotensi menurunkan BPP Sistem Kelistrikan Bangka, menghindari defisit daya di Sistem Kelistrikan Bangka pada saat pemeliharaan dan kondisi gangguan pada pembangkit eksisting. Selama masa operasi, diketahui telah terjadi tiga kali gangguan yang mengakibatkan tower transmisi roboh, sehingga mengganggu keandalan penyaluran energi listrik dari Pulau Sumatera ke Pulau Bangka. Penelitian fokus pada dampak kerugian ekonomi dan proses recovery serta back up sistem akibat terjadinya tower transmisi roboh yang telah terjadi sebanyak tiga kali. Penelitian dilakukan dengan metode pengumpulan data deskriptif kuantitatif yaitu data hasil investigasi penyebab tower transmisi roboh, data material tower, data gangguan sistem Bangka selama durasi recovery, pengambilan data-data beban supply di gardu induk. Kemudian dari metode deskriptif kuantitatif dilanjutkan dengan metode analisis perhitungan untuk mengetahui nilai kerugian secara materiil yang mengacu pada perhitungan material dan konduktor berdasarkan Peraturan Menteri Perindustrian No.6 Tahun 2018, sedangkan perhitungan energi tidak tersalurkan (ENS) berdasarkan data gangguan penyulang 20 kV yang terdampak pemadaman bergilir. Dari hasil perhitungan yang telah dilakukan, maka didapatkan nilai kerugian materiil dari recovery tower senilai Rp.12.697.574.189 dan nilai kerugian energi yang tidak dapat tersalur (ENS) senilai Rp.8.829.733.979,-. Selanjutnya untuk proses back up sistem Bangka yang mengalami defisit menggunakan metode Demand Side Management (DSM) dengan pemadaman secara bergilir 6 tahap. Hasil penelitian ini dapat menjadi referensi perbaikan berkelanjutan terhadap proses konstruksi dan pengoperasian jalur transmisi dalam rangka menjaga keandalan dan kualitas penyaluran energi listrik ke pelanggan dan masyarakat sekitar.

One of the transmission lines connecting the Sumatra – Bangka interconnection, besides the submarine cable, is the 150 kV Kenten – Tanjung Api-Api transmission line. The operation of the 150 kV Kenten – Tanjung Api-Api transmission line is crucial as it serves as the main electricity transmission route or backbone of the 150 kV Sumatra – Bangka system. The operation of the 150 kV Sumatra – Bangka Interconnection System has the potential to lower the Production Cost of Electricity (BPP) in the Bangka Electricity System, avoid power deficits in the Bangka Electricity System during maintenance and disturbances in existing power plants. During its operational period, there have been three incidents of transmission tower collapse, disrupting the reliability of electricity transmission from Sumatra Island to Bangka Island. This study focuses on the economic losses, recovery process, and backup system due to the collapse of transmission towers, which has occurred three times. The research was conducted using quantitative descriptive methods, including data from investigations on the causes of transmission tower collapse, tower material data, system disturbance data in Bangka during the recovery period, and supply load data at substations. The quantitative descriptive methods were followed by analytical methods to calculate the material losses based on the Minister of Industry Regulation No.6 of 2018 and the unserved energy (ENS) calculation based on the 20 kV feeder disturbance data impacted by rotating blackouts. The results showed that the material loss from tower recovery amounted to Rp.12,697,574,189 and the loss from unserved energy (ENS) amounted to Rp.8.829.733.979. Subsequently, the backup process for the Bangka system, which experienced a deficit, used the Demand Side Management (DSM) method with six stages of rotating blackouts. The results of this study can serve as a reference for continuous improvement in the construction and operation processes of transmission lines to maintain the reliability and quality of electricity transmission to customers and the surrounding community.
