Management of the decree is an important aspect in the Administration section officers at BAA (part of the academic and Administrative) STT-PLN. The making of the decree which is currently done using microsoft word as the letter making media decision and yet the existence of a system that can help logging Decree being issued. For the stages of research using the method of User Centered Design (UCD). Designing applications using the Unified Modeling Language (UML). Testing method using Blackbox testing. The results obtained in the form of the application is a web-based decision making of letters and reports documenting the decision letter. The existence of this application is expected to reduce the risk of the occurrence of an error in the making and reporting of the decision letter.

Pengelolaan surat keputusan adalah aspek yang penting di bagian administrasi kepegawaian yaitu di BAA (Bagian Administrasi dan Akademik) STT-PLN. Pembuatan surat keputusan yang dilakukan saat ini masih menggunakan microsoft word sebagai media pembuatan surat keputusan serta belum adanya sistem yang dapat membantu pendataan surat keputusan yang dikeluarkan. Untuk tahap-tahap penelitian menggunakan metode User Centered Design (UCD). Perancangan aplikasi menggunakan Unified Modeling Language (UML). Metode pengujian menggunakan Blackbox testing. Hasil yang didapatkan berupa aplikasi pembuatan surat keputusan berbasis web dan laporan pendataan surat keputusan. Dengan adanya aplikasi ini diharapkan dapat mengurangi resiko terjadinya kesalahan dalam pembuatan dan pelaporan surat keputusan.
