Dalam perencanaan kerja seringkali timbul masalah - masalah operasional yang menghambat aktivitas penyelesaian suatu proyek seperti kurangnya sumber daya, alokasi sumber daya yang tidak tepat, keterlambatan pelaksanaan proyek dan masalah-masalah lainnya diluar jadwal dalam rencana kerja. Begitu juga yang terjadi pada Proyek Pembangunan Gedung Penyimpanan Benda sitaan Dan Barang Rampasan KPK mengalami masalah dalam operasional. Keterlambatan proyek dapat berasal dari penyedia jasa maupun dari pengguna jasa maupun pihak lain. Maka dari itu tesis ini bertujuan untuk menganalisa faktor penyebab keterlambatan penyelesaian proyek pembangunan gedung penyimpanan benda sitaan dan barang rampasan KPK. Metode yang dipakai dalam menganalisa masalah pada proyek ini adalah House of Risk yang berfungsi untuk menganalisa data penyebab keterlambatan. Dari hasil lima kejadian keterlambatan, ditemukan sembilan belas penyebab keterlambatan yang kemudian dicari nilai Aggregat Delay Potensial ( ADP ) untuk menentukan tiga masalah utama yang menyebabkan keterlambatan pada proyek ini. Berdasarkan analisis dengan menggunakan metode House of Risk ( HOR ), ditemukan bahwa tiga penyebab utama keterlambatan pembangunan gedung penyimpanan benda sitaan dan barang rampasan KPK adalah kurangnya sumber daya manusia, Produktivitaas yang tidak maksimal dari kontraktor dan gambar yang berubah ubah . tiga permasalahan tersebut bisa diminimalisir dengan cara menambah sumber daya manusia, melakukan komunikasi dan koordinasi yang baik, membuat prosedur pembuatan dan perubahan gambar, membuat check list yang komprehensif.

In work planning, operational problems often arise that hinder the completion of a project such as lack of resources, inappropriate allocation of resources, delays in project implementation and other problems outside the schedule in the work plan. Likewise, what happened to the Construction Project for the Storage of Confiscated Goods and Loot Buildings, the KPK experienced problems in its operations. Project delays can come from service providers or from service users or other parties. Therefore, this thesis aims to analyze the factors causing delays in the completion of the construction project for the storage building for confiscated objects and looted goods by the KPK. The method used in analyzing the problem in this project is the House of Risk which functions to analyze the data causing delays. From the results of five delay events, nineteen causes of delays were found which were then sought for the Potential Aggregate Delay (ADP) value to determine the three main problems that caused delays in this project. Based on the analysis using the House of Risk (HOR) method, it was found that the three main causes of delays in the construction of the KPK confiscated and looted storage building were the lack of human resources, sub-optimal productivity from contractors and changing images. These three problems can be minimized by adding human resources, doing good communication and coordination, making procedures for making and changing images, making a comprehensive check list.
