Abstract
In The People's Consultative Assembly of the Republic of Indonesia (MPR RI), modern equipment like device Information and communication technology (ICT) and local area network (LAN) used to help working, sometimes the modern equipment problems and that cannot be used. In response to this, mpr have a system of recording complaints handled by division Process Data and Information System of The Secretariat General MPR. The system has not computerized and has shortage so that is not easily in doing recording complaints , reporting data complaints , management data complaints and search data or information needed. This study attempts to design and construct application helpdesk or software that can be used to data users management complaints so as to minimize shortage of existing system. This application made by using the method USDP (Unified Software Development Process) In control by use case to catch the function. A method of usdp will guide the way to is always looking from the perspective of needs users. For testing application, using the method white box and method black box to see if software functioning properly.
