Problems at School Lessons Yapis Jayapura is the difficulty in determining the disbursement of funds TPG on teacher certification because the process is still done manually where the teacher certification gives the file to the school operator who then school operator to check and select file teacher certification. The next process, the result of the operator selects a file given to the teacher certification services provider and the files examined again by the service provider and then from the official operator issued a decree in which there is a certified teacher's name that will get the funds TPG. This method used in this thesis is PROMETHEE method using the waterfall model. The author analyze the needs and through out the results of the analysis the authors can design stages that will be done. Result to be achieved in this web-based application is the application has fulfilled the system requirements which is able to shorten the time effectively in determining the disbursement of funds TPG on professional teacher. The conclusion obtained is after web-based application is built, then the professional teacher are eligible to receive funds TPG based on the ranking of the characteristics of the assessment of each teacher certification.

Permasalahan pada SMA Hikmah Yapis Jayapura adalah kesulitan dalam menentukan pencairan dana TPG pada guru sertifikasi karena proses masih dilakukan secara manual yang dimana guru sertifikasi memberikan berkas ke operator sekolah yang kemudian operator sekolah mengecek dan menyeleksi berkas guru sertifikasi. Proses selanjutnya, hasil dari operator menyeleksi berkas guru sertifikasi di berikan kepada operator dinas dan berkas di periksa lagi oleh operator dinas dan kemudian dari operator dinas mengeluarkan SK yang di dalamnya terdapat nama guru sertifikasi yang akan mendapatkan dana TPG. Metode yang digunakan pada penulisan skripsi ini adalah metode PROMETHEE dengan metode perancangan menggunakan model waterfall. Penulis menganalisa kebutuhan dan melalui hasil analisa tersebut penulis merancang tahapan-tahapan yang akan dilakukan. Hasil yang dicapai adalah aplikasi berbasis web ini telah memenuhi kebutuhan sistem yang mampu mengefesiensi waktu secara efektif dalam menentukan pencairan dana TPG pada guru sertifikasi. Kesimpulan yang didapatkan adalah setelah aplikasi berbasis web ini dibangun, maka guru sertifikasi yang berhak mendapatkan dana TPG berdasarkan ranking dari karakteristik penilaian masing - masing guru sertifikasi.
