Water meter is a device used to calculate the volume of water that is distributed by PDAM (Regional Water Company) to its customers, so it can be determined the amount of money that must be paid. The purpose of payment of water billing application design using PHP programming is to enable customers to view the history of water usage to see evidence credit purchase transaction. In making the application or the flow of water billing payment process through the data received from the database until the admin displays history data used are water discharge pulse code data from RFID tags on the server that translates into a nominal pulse stored in the database. Then nominal pulse is sent to the tool to open the tap and nominal pulse water meter on the screen. After water consumption, calculating the pulse tool, the result of the calculation is sent to the server and stored in the database as customer pulse discharge. Then the server sends to the tool to perform at the customer's water meter screen. After the pulse in the database is 0 then tap closed and the water does not flow automatically. The method used in the manufacture and testing of application systems is the waterfall method and the method of black box.

Meter air merupakan alat yang digunakan menghitung volume air yang didistribusikan oleh PDAM (Perusahaan Daerah Air Minum) ke pelanggan, sehingga dapat ditentukan jumlah uang yang harus dibayar. Tujuan perancangan aplikasi billing pembayaran air menggunakan pemrograman PHP adalah untuk memudahkan pelanggan melihat riwayat pemakaian air dengan melihat bukti transaksi pembelian pulsa. Dalam pembuatan aplikasi billing pembayaran air alur atau proses yang dilalui dari data yang diterima pada database sampai admin menampilkan data riwayat debit air yang digunakan yaitu data kode pulsa dari RFID Tag yang diterjemahkan di server menjadi nominal pulsa yang disimpan dalam database. Kemudian nominal pulsa dikirim ke alat untuk membuka kran dan nominal pulsa tampil di layar meteran air. Setelah pemakaian air, alat melakukan perhitungan pulsa, hasil dari perhitungan dikirim ke server dan disiimpan di database sebagai debit pulsa pelanggan. Kemudian server mengirim ke alat untuk tampil di layar meteran air pelanggan. Setelah pulsa di database bernilai 0 maka kran tertutup dan air otomatis tidak mengalir. Metode yang digunakan dalam pembuatan sistem aplikasi dan pengujian adalah metode waterfall dan metode black box.
