Abstract

Penelitian ini bertujuan untuk menganalisis kelayakan ekonomi dan sosial dalam implementasi sistem energi terbarukan di Pulau Tanjung Saleh, Kabupaten Kubu Raya. Penelitian dilakukan sebagai respons terhadap keterbatasan pasokan listrik dari PLTD eksisting yang hanya beroperasi 12–18 jam per hari, serta tingginya biaya operasional dan emisi yang dihasilkan. Studi ini menggunakan pendekatan multidisipliner meliputi aspek teknis, ekonomi, dan sosial, dengan metode analisis kelayakan finansial (NPV, IRR, LCOE, dan Payback Period), serta analisis dampak sosial dan lingkungan. Hasil studi menunjukkan bahwa Proyek konversi PLTD ke PLTS Off-grid 1.130 kWp di Desa Tanjung Saleh, Kabupaten Kubu Raya, terbukti layak secara ekonomi dan sosial meskipun menghadapi tantangan seperti IRR mendekati 0 (IRR = 0,06%). Kelayakan ekonomi ditunjukkan oleh NPV positif sekitar Rp 150.724.000, Net B/C sebesar 1,00, dan Payback Period sekitar 20 tahun, yang secara langsung memberikan manfaat signifikan bagi masyarakat, seperti peningkatan layanan listrik menjadi 24 jam, kemajuan sektor UMKM, pendidikan, komunikasi, dan efisiensi biaya nelayan. Dampak sosialnya pun bersifat transformatif, dengan nilai NPV sosial sekitar Rp 44,7miliar, dan rasio SROI sebesar 1,40. Dukungan dari CSR dan pemerintah sangat diperlukan untuk menjamin keberlanjutan manfaat ini. Dari sisi teknis, skema Off-grid menjadi satu-satunya solusi realistis mengingat kondisi geografis desa, dengan sistem 1.130 kWp terbukti lebih mendukung keberlangsungan energi listrik di Tanjung Saleh. Penggunaan metode HOMER juga sangat penting dalam merancang sistem yang efisien, andal, dan ramah lingkungan, yang mampu menurunkan emisi CO₂, sekaligus mendukung target transisi energi nasional.

This study aims to analyze the economic and social feasibility in the implementation of renewable energy systems on Tanjung Saleh Island, Kubu Raya Regency. The research was conducted in response to the limited electricity supply of existing PLTDs that only operate 12–18 hours per day, as well as the high operational costs and emissions produced. This study uses a multidisciplinary approach covering technical, economic, and social aspects, with financial feasibility analysis methods (NPV, IRR, LCOE, and Payback Period), as well as social and environmental Impact analysis. The results of the study show that the 1,130 kWp PLTD to Off-grid Solar Power Plant conversion project in Tanjung Saleh Village, Kubu Raya Regency, has proven to be economically and socially feasible despite facing challenges such as IRR 0 (IRR = 0,06%). Economic feasibility is shown by a positive NPV of around IDR 150.724.000, Net B/C of 1.00, and a Payback Period of around 20 years, which directly provides significant benefits to the community, such as increasing electricity services to 24 hours, the progress of the MSME sector, education, communication, and fishermen's cost efficiency. The social Impact is also transformative, with a social NPV value of around Rp 44,7billion, although the SROI ratio is still low. Support from CSR and the government is needed to ensure the sustainability of these benefits. From a technical point of view, the Off-grid scheme is the only realistic solution given the geographical conditions of the village, with the 1,130 kWp system proven to better support the sustainability of electricity in Tanjung Saleh . The use of the HOMER method is also very important in designing an efficient, reliable, and environmentally friendly system, which is able to reduce CO₂ emissions, while supporting the national energy transition target.
