Abstract
Reliable power supply availability is a key factor for the success of the electricity business, especially in archipelagic regions such as Maluku. This study aims to evaluate the operational and financial impacts of constructing the 50 MW PLTMG Ambon 2 power plant in supporting the Ambon power system. From an operational perspective, the study includes load balance analysis, power flow simulations, and short-circuit studies based
on interconnection assumptions and demand projections from the 2021–2030 RUPTL. The results show that the presence of PLTMG Ambon 2 improves the system’s reserve margin and maintains voltage stability within permissible limits, in accordance with the electricity grid performance standards. From a financial perspective, the feasibility study
compares investment costs, operation and maintenance (O&M) expenses, and levelized cost of energy (LCOE) between PLTMG Ambon 2, new diesel power plant (PLTD), and leased PLTD options. The financial analysis yields a Net Present Value (NPV) of IDR 1.060 trillion, an Internal Rate of Return (IRR) of 9.89%, a Benefit-Cost Ratio of 1.40, and a payback period of 8.5 years. The LCOE of PLTMG is significantly lower than that of the alternative diesel plant options, indicating better cost efficiency in the long term. Based on both operational and financial indicators, the PLTMG Ambon 2 project is considered feasible and the most viable solution for enhancing power supply reliability and economic performance in Ambon..
