Abstract

This study aims to analyze the economic feasibility of modifying the design of the 500 kV Extra High Voltage Overhead Transmission Line (SUTET) from a normal tower to a compact lattice tower on the Balaraja–Cikupa transmission project. Key challenges in urban transmission development include land constraints, potential social conflicts, and high land acquisition costs. The compact lattice tower design offers a more space-efficient alternative with a smaller footprint, yet it incurs relatively higher construction costs. This research compares the technical specifications, construction costs, land acquisition expenses, and Right of Way (ROW) compensation between both designs, and evaluates investment feasibility using indicators such as Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (B/C), and Payback Period (PP). The results indicate that while compact lattice towers require higher upfront investment NPV Rp. 4.674.720.270, IRR 13,63%, B/C ratio 1,02 and PP 7.8 year, substantial savings in land and ROW compensation costs make them more economical under land-limited conditions. The study recommends adopting compact lattice towers as an optimal alternative for transmission infrastructure development in densely populated areas.
