Abstract
Electric power systems that are not connected to a larger system, or what are commonly called isolated systems, tend to be more unstable and susceptible to frequency fluctuations than interconnected systems. Stability issues become more complex when the system is directly integrated with Solar Power Plants (PLTS), which have problems related to the intermittency of green energy sources. This was encountered in Nusa Penida, where in 2024 there were more than five blackouts, total power outages that occur due to the loss of power supply to an area, resulting from widespread disturbances in the system. Commonly, blackouts occur due to an imbalance in the power balance in the system when a disturbance causes the loss of a load center. This study will identify stability issues related to the presence of PLTS in the isolated Nusa Penida system. One method that can be used is to increase the number of generators that can implement frequency control modes - governor and over frequency generation sheeding (OFGS). To ensure the effectiveness of this method, simulations were conducted using Digsilent Power Factory 2024 software for several types of cases and operating pattern skenarios. The simulation results showed that activation of governor control is only effective when combined with the generator's OFGS scheme. Implementing these two controls, combined with an optimal rotating reserve operating pattern, will provide optimal system performance in terms of oscillation damping and accelerated frequency recovery after a disturbance. This can serve as the basis for operational planning and frequency control policies for isolated renewable energy-based systems in Nusa Penida.
