Abstract

Increased demand for electricity infrastructure to support RUPTL targets and strengthen transmission system reliability, particularly in Aceh, which faces geographical challenges and growing demand from high-voltage customers such as PT Pupuk Iskandar Muda (PIM). This study examines the feasibility of constructing a 150 kV Arun–PIM High Voltage Overhead Transmission Line with a capacity of 30 MVA and a length of approximately 7.2 km, which is expected to ensure the continuity of industrial power supply. The feasibility analysis of investment and operational costs uses two funding schemes: the PLN budget (APLN) and a build maintain transfer (BMT) scheme by private parties, with a comparison of the two to determine the most efficient scheme. The study employs a descriptive-analytical method with a quantitative approach based on secondary data from PLN's internal documents and coordination results with PT PIM, covering the scope of work, investment cost estimates, maintenance costs, financial parameters (discount rate, construction period, capacity), and a 25-year evaluation period. The analysis results show that the BMT scheme provides a lower present value cost (PVC) than the APLN scheme. Under the BMT scheme, the PVC is recorded at Rp155.34 billion (scenario 1) and Rp162.58 billion (scenario 2), while under the APLN scheme, the PVC reached Rp161.02 billion (scenario 1) and Rp166.04 billion (scenario 2), resulting in efficiency differences of Rp5.68 billion and Rp3.46 billion, respectively. From an investor's perspective, the BMT scheme is deemed viable with an internal rate of return (IRR) of 10.07% for Scenario 1 and 9.55% for Scenario 2, both exceeding the discount rate used. These results indicate that the BMT scheme can provide cost efficiency and remain attractive to the private sector, without burdening PLN's financial statements during the construction period. The implementation of the BMT scheme is recommended as a more competitive and sustainable financing alternative, as it can maintain the company's fiscal stability
