Abstract
Kebutuhan energi listrik secara nasional setiap tahunnya terus mengalami pertumbuhan, menimbang perihal tersebut pemerintah telah menerbitkan kebijakan energi nasional. Pertimbangan sebagian besar 86,59% cadangan batubara nasional merupakan jenis batubara low rank yaitu subbituminous dan lignite dengan karakteristik nilai kandungan sulfur tinggi. Boiler Circulating Fluidized Bed (CFB) PLTU Labuhan Angin memiliki fleksibilitas bahan bakar dan ketersediaan limbah biomasa cangkang sawit memungkinkan untuk melaksanakan co-firing. Pada laporan tugas akhir ini dilakukan analisa aspek operasional, aspek finansial biaya pokok produksi dan aspek lingkungan baku mutu emisi PLTU Labuhan Angin saat melaksanakan uji coba co-firing biomassa dengan presentase 3% dan 5% pada beban rata-rata gross 67 MW. Coal firing tergolong Cl Induced minor dengan nilai B/A ratio rendah dan memiliki resiko slagging rendah serta resiko fouling medium. Operasi co-firing Cl Induced kategor minor dengan nilai B/A ratio rendah dan memiliki resiko slagging medium serta resiko fouling high. Gross plant heat rate (GPHR) dengan metode input output nilai coal firing 2.982,3 kCal/kWh, co-firing 3% 3.194,2 kCal/kWh dan 5% 3.132 kCal/kWh. Specific fuel consumption coal firing 0,719, co-firing 3% 0,754 dan 5% 0,739. Biaya pokok produksi komponen bahan bakar (komponen C) yang didapat sebesar 705 Rp/kWh co-firing 3% dan 687,2 Rp/kWh 5% serta 716,8 Rp/kWh coal firing. Emisi gas buang baik SO2, NOX dan Partikulat pada pengujian operasi co-firing 3% dan 5% memenuhi Baku Mutu Emisi (BME) batasan Peraturan Kementerian Lingkungan Hidup dan Kehutanan Nomor P.15/MENLHK/SETJEN/KUM.1/4/2019.
The need for electrical energy nationally continues to grow every year, considering this the government has issued a national energy policy. Consideration that most of the 86.59% of the national coal reserves are low rank coal types, namely subbituminous and lignite with characteristic high sulfur content values. The Circulating Fluidized Bed (CFB) boiler of PLTU Labuhan Angin has fuel flexibility and the availability of palm shell biomass waste makes it possible to carry out co-firing. The final report analyze operational aspects, financial aspects of basic production costs and environmental aspects of PLTU Labuhan Angin emission quality standards when carrying out co-firing biomass trials with a percentage of 3% and 5% at a gross average load of 67 MW. Coal firing is classified as Cl Induced minor with a low B/A ratio value and has a low slagging risk and a medium fouling risk. Minor category Cl Induced co-firing operation with low B/A ratio value and has medium slagging risk and high fouling risk. Gross plant heat rate (GPHR) with the input output method coal firing value of 2.982.3 kCal/kWh, co-firing 3% 3,194.2 kCal/kWh and 5% 3,132 kCal/kWh. Specific fuel consumption coal firing 0.719, co-firing 3% 0.754 and 5% 0.739. The cost of production of fuel components (component C) obtained was 705 Rp/kWh co-firing 3% and 687.2 Rp/kWh 5% and 716.8 Rp/kWh coal firing. Exhaust gas emissions of both SO2, NOX and particulates in the 3% and 5% co-firing operation tests meet the Emission Quality Standard (BME) limits of the Ministry of Environment and Forestry P.15/MENLHK/SETJEN/KUM.1/4/2019.
