Abstract
Tembilahan City faces dual challenges in waste management and energy fulfillment. This study aims to assess the technical and financial feasibility of developing a Waste-to-Energy Power Plant (PLTSa) as an integrated solution. A quantitative approach is used through a techno-economic feasibility study. The technical analysis is based on primary waste generation data measured according to SNI 19-3964-1994, resulting in a generation rate of 0.376 kg/person/day. Energy potential is calculated for three technology scenarios: Pyrolysis (15% efficiency), Incineration+CHP (20%), and Gasification (30%), using an assumed lower calorific value (LHV) from the literature of 3,674 kcal/kg. The financial feasibility analysis uses Net Present Value (NPV), Benefit-Cost Ratio (B/C Ratio), Internal Rate of Return (IRR), and Payback Period (PP) indicators with a 10% discount rate. The results of the technical feasibility analysis show that the percentage of pyrolysis energy growth is 6.5%, incineration + CHP energy growth is 8.7%, and gasification energy growth is 13.1%, so it shows that it is technically feasible because in the RUPTL of Riau Province it touches 6.1% in energy growth. Meanwhile, the financial analysis shows that the Gasification scenario produces the most superior financial feasibility in the model (NPV of IDR 83.02 Billion; B/C Ratio 1.86; IRR 15%; PP 12 years 9 Month).
Kota Tembilahan menghadapi tantangan ganda dalam pengelolaan sampah dan pemenuhan kebutuhan energi. Penelitian ini bertujuan mengkaji kelayakan teknis dan finansial pembangunan Pembangkit Listrik Tenaga Sampah (PLTSa) sebagai solusi terintegrasi. Pendekatan kuantitatif digunakan melalui studi kelayakan tekno-ekonomi. Analisis teknis didasarkan pada data timbulan sampah primer yang diukur sesuai SNI 19-3964-1994, menghasilkan laju timbulan sebesar 0,376 kg/jiwa/hari. Potensi energi dihitung untuk tiga skenario teknologi: Pirolisis (efisiensi 15%), Insinerasi+CHP (20%), dan Gasifikasi (30%), dengan menggunakan nilai kalor bawah (LHV) asumtif dari literatur sebesar 3.674 kcal/kg. Analisis kelayakan finansial menggunakan indikator Net Present Value (NPV), Benefit-Cost Ratio (B/C Ratio), Internal Rate of Return (IRR), dan Payback Period (PP) dengan tingkat diskonto 10%. Hasil analisis kelayakan teknis menunjukkan bahwa persentase pertumbuhan energi pirolisis yaitu sebesar 6.5%, pertumbuhan energi insinerasi+CHP sebesar 8.7%, dan pertumbuhan energi gasifikasi sebesar 13.1%, sehingga hal tersebut menunjukkan secara teknis sudah layak karena dalam RUPTL Provinsi Riau menyentuh di angka 6.1% dalam pertumbuhan energi. Sedangkan analisis finansial menunjukkan skenario Gasifikasi menghasilkan kelayakan finansial paling superior dalam model (NPV Rp 83,02 Miliar; B/C Ratio 1,86; IRR 15%; PP 12 tahun 9 Bulan).
