Abstract

Kebutuhan Akan Keandalan Sistem Distribusi Listrik Terus Meningkat, Menuntut Pln
Untuk Memprioritaskan Aspek Kontinuitas Penyaluran Energi Guna Kepuasan
Pelanggan Dan Penunjang Aktivitas Ekonomi. Unit Pelaksana Pengatur Distribusi
(Up2d) Riau, Khususnya Di Wilayah Up2d Riau 2 Yang Mencakup Tanjungpinang,
Mengelola Jaringan Distribusi Tegangan 20 Kv Yang Krusial. Permasalahan Yang
Sering Muncul, Seperti Hilangnya Konektivitas Kendali Jarak Jauh (Kontrol Remote
Gagal) Pada Recloser Akibat Kegagalan Suplai Daya Utama Ke Panel Advc Dan
Kondisi Baterai Cadangan Yang Buruk, Mengharuskan Petugas Turun Ke Lapangan
Untuk Pemulihan, Sehingga Memperpanjang Durasi Pemadaman Dan Menghambat
Efektivitas Sistem Scada. Studi Ini Mengidentifikasi Tiga Recloser (Abang Adek,
Mandiri, Dan Top 100) Yang Mengalami Gangguan Signifikan Dengan Durasi
Pemadaman Bervariasi Antara 17 Hingga 28 Menit Akibat Masalah Suplai Daya Dan
Baterai. Untuk Mengatasi Hal Tersebut, Penelitian Ini Merancang Dan
Mengimplementasikan Kontaktor Magnetik 220 Vac Yang Terintegrasi Pada Panel
Advc. Kontaktor Berfungsi Secara Otomatis Memindahkan Suplai Daya Ke Sumber
Cadangan (Dari Penyulang Berbeda) Ketika Suplai Utama Padam, Memastikan Panel
Advc Tetap Beroperasi Dan Mempertahankan Konektivitas Scada. Hasil Evaluasi
Teknis Menunjukkan Bahwa Inovasi Ini Secara Signifikan Mampu Menekan Besarnya
Energi Yang Tidak Tersalurkan Atau Energy Not Supplied (Ens). Berdasarkan Data
Gangguan Pada Tiga Lokasi Sampel Di Pulau Bintan Dengan Asumsi Tegangan 20 Kv
Dan Faktor Daya 0,85, Tercatat Nilai Ens Yang Cukup Besar Yaitu Pada Recloser
Abang Adek Sebesar 548,8 Kwh Dengan Durasi 28 Menit Dan Beban 40 A, Recloser
Mandiri Sebesar 397,49 Kwh Dengan Durasi 18 Menit Dan Beban 45 A, Serta Recloser
Top 100 Sebesar 183,3 Kwh Dengan Durasi 17 Menit Dan Beban 22 A. Secara
Akumulatif, Total Ens Dari Ketiga Titik Tersebut Mencapai 1.129,59 Kwh.
Implementasi Kontaktor Terbukti Efektif Mempercepat Manuver Pembebanan Oleh
Dispatcher Melalui Sistem Scada, Sehingga Dapat Meminimalkan Kerugian Finansial
Perusahaan Dan Meningkatkan Indeks Keandalan Pelayanan Kepada Pelanggan.

The Demand For Power Distribution System Reliability Continues To Increase,
Requiring Pln To Prioritize The Continuity Of Energy Supply To Ensure Customer
Satisfaction And Support Economic Activities. The Distribution Control Unit (Up2d)
Riau, Specifically Within The Up2d Riau 2 Region Covering Tanjungpinang, Manages
A Crucial 20 Kv Distribution Network. A Recurring Issue Identified Is The Loss Of
Remote-Control Connectivity (Remote Failure) On Reclosers Caused By Primary
Power Supply Failures To The Advc Panel And Degraded Backup Battery Conditions.
This Necessitates Manual On-Site Intervention By Technicians For Recovery, Thereby
Extending Blackout Durations And Hindering Scada System Effectiveness. This Study
Identifies Three Reclosers (Abang Adek, Mandiri, And Top 100) That Experienced
Significant Disturbances With Outage Durations Ranging From 17 To 28 Minutes Due
To Power Supply And Battery Issues. To Address This, The Research Designed And
Implemented A 220 Vac Magnetic Contactor Integrated Into The Advc Panel. The
Contactor Functions To Automatically Transfer The Power Supply To A Backup
Source (From A Different Feeder) When The Primary Supply Fails, Ensuring The
Advc Panel Remains Operational And Maintains Scada Connectivity. Technical
Evaluation Results Indicate That This Innovation Significantly Reduces Energy Not
Supplied (Ens). Based On Disturbance Data From Three Sample Locations On Bintan
Island, Assuming A 20 Kv Voltage And A 0.85 Power Factor, Substantial Ens Values
Were Recorded: 548.8 Kwh At The Abang Adek Recloser (28-Minute Duration, 40 A
Load), 397.49 Kwh At The Mandiri Recloser (18-Minute Duration, 45 A Load), And
183.3 Kwh At The Top 100 Recloser (17-Minute Duration, 22 A Load).
Accumulatively, The Total Ens From These Three Points Reached 1,129.59 Kwh. The
Implementation Of The Contactor Is Proven Effective In Accelerating Load
Maneuvering By Dispatchers Through The Scada System, Thereby Minimizing The
Company's Financial Losses And Enhancing Service Reliability Indices For
Customers.
