Abstract

Kinerja suatu simpang merupakan faktor utama dalam menentukan penanganan yang paling tepat untuk mengoptimalkan fungsi jaringan jalan. Apabila suatu simpang mengalami konflik terutama pada simpang tak bersinyal yang tidak memiliki Alat Pemberi Isyarat Lalu Lintas (APILL) atau traffic light, maka tingkat pelayaan jalan akan menurun. Salah satu simpang tak bersinyal yang mengalami konflik yaitu Simpang Raya Prancis, Kota Tangerang, Banten yang merupakan simpang berlengan tiga. Hal ini disebabkan oleh banyak kendaraan berat yang melewati simpang ini. Survey dilakukan pada jam puncak/peak hour pagi (06.00-09.00 WIB) dan sore hari (16.00-19.00 WIB) selama 7 hari. Analisis kinerja simpang tak bersinyal menggunakan Manual Kapasitas Jalan Indonesia (MKJI) 1997. Hasil evaluasi kinerja Simpang Raya Pancis didapat kondisi eksisting yaitu Data Kapasitas Jalan (C) = 2731 smp/jam; Derajat Kejenuhan (DS) = 1.169; Tundaan Simpang (D) = 33.80; Peluang Antrian (QP%) = 55.5% - 112.18%. Hal ini mengidentifikasikan kondisi simpang Raya Prancis buruk, dengan ITP F atau Dipaksakan. Dari alternatif skema perbaikan kinerja Simpang Raya Prancis yang telah diperhitungkan, perlunya penambahan rambu lalu lintas pelarangan belok kanan (Ke arah Bandara). Dari alternatif tersebut kinerja Simpang RayaPrancis berubah dari ITP F (Buruk/dipaksakan) menjadi D (Tidak stabil). Perlu adanya perbaikan/pelebaran geometri jalan dan pemasangan traffic light.

The performance of an intersection is the main factor in determining the most appropriate treatment to optimize the function of the road network. If an intersection experiences a conflict, especially at an unmarked intersection that does not have a Traffic Signal Device or traffic light, then the level of road maintenance will decrease. One of the unsignalized intersections that experienced conflict is the Simpang Raya Prancis, Tangerang City, Banten which is a three-armed intersection. This is caused by many heavy vehicles passing through this intersection. Surveys are carried out at peak hours / morning peak hours (06.00-09.00 WIB) and evening (16.00-19.00 WIB) for 7 days. Performance analysis of unsignalized intersections using the Manual Kapasitas Jalan Indonesia (MKJI) 1997. The results of the performance evaluation of the Simpang Raya Prancis obtained the existing conditions, namely Road Capacity Data (C) = 2731 smp / hour; Degree of Saturation (DS) = 1,169; Intersection Delay (D) = 33.80; Queue Opportunities (QP%) = 55.5% - 112.18%. This identifies the condition of Simpang Raya Prancis is a bad, with ITP F or forced. From the alternative scheme for improving the performance of the Simpang Raya Prancis that has been calculated, the need for additional prohibition traffic signs turn right (Towards the Airport). From this alternative the intersection performance changed from ITP F ( Bad / forced) to be D (Unstable). There needs to be an improvement/widening of the road geometry and installation of traffic light.
