Abstract
Dari hasil pengujian commissioning terhadap penyelesaian pekerjaan proyek SUTT 150 kV Perawang – Siak Sri Indrapura terdapat ketidaksesuaian pada jarak bebas minimum vertikal / Right of Way (RoW) dengan nilai < 5 m, jarak bebas minimum horizontal dengan nilai < 1,5 m dan nilai pentanahan melebihi 10Ω yang bisa mengakibatkan terjadi hubung singkat (short circuit) dan mengakibatkan adanya gangguan proteksi pada saat dioperasikan. Pelaksanaan pengujian commissioning terhadap sistem SUTT 150 kV dilakukan secara komprehensif dimana metode uji dilakukan yaitu pengamatan visual kesesuaian konstruksi dengan design approval, spesifikasi teknik peralatan terpasang atau Technical Particular Guarantee (TPG), laporan uji yang mencakup pengujian individu pada konstruksi setiap tower sepanjang jalur transmisi dan pengujian pada subsistem, serta pengujian yang dilakukan pada penghantar, grounding, insulator, dan kelengkapan aksesoris pada masing-masing tower. Pengujian commissioning merupakan tahap penting dalam mengidentifikasi potensi kegagalan dan memperbaiki keandalan sistem sesuai dengan spesifikasi yang telah disepakati didalam kontrak perjanjian proyek dengan nilai tegangan Fasa R 149 kV, Fasa S 150 kV dan Fasa T 149 kV yang selanjutnya akan diterbitkan Sertifikat Laik Operasi sebagai bukti bahwa proyek SUTT 150 kV Perawang – Siak Sri Indrapura telah layak untuk dioperasikan.
From the results of the commissioning test on the completion of the 150 kV Perawang - Siak Sri Indrapura SUTT project, there is a discrepancy in the minimum vertical clearance / Right of Way (RoW) with a value of <5 m, the minimum horizontal clearance with a value of <1.5 m and the grounding value exceeds 10Ω which can cause a short circuit and result in protection interference when operated. The implementation of the commissioning test on the 150 kV SUTT system was carried out comprehensively where the test method used was visual observation of the conformity of the construction with the design approval, technical specifications of installed equipment or Technical Particular Guarantee (TPG), test reports that include individual testing on the construction of each tower along the transmission line and testing on the subsystem, as well as testing carried out on conductors, grounding, insulators, and complete accessories on each tower. Commissioning testing is an important stage in identifying potential failures and improving system reliability in accordance with the specifications agreed in the project agreement contract with a voltage value of Phase R 149 kV, Phase S 150 kV and Phase T 149 kV which will then be issued a Certificate of Operational Eligibility as evidence that the 150 kV Perawang - Siak Sri Indrapura SUTT project is feasible to operate.
