Abstract

Pekerjaan konstruksi jaringan distribusi listrik memiliki tingkat risiko yang tinggi terhadap keselamatan kerja, kualitas pelaksanaan, serta potensi pelanggaran Keselamatan, Kesehatan Kerja, dan Lingkungan (K3L). Pengawasan lapangan yang masih mengandalkan kehadiran fisik pengawas sering mengalami keterbatasan, terutama pada proyek dengan lokasi kerja yang tersebar dan keterbatasan jumlah personel pengawas. Penelitian ini bertujuan untuk merancang dan mengimplementasikan sistem kamera pengawas jarak jauh berbasis Internet Protocol (IP) sebagai alat bantu monitoring pekerjaan konstruksi jaringan distribusi listrik dan penerapan K3L di wilayah kerja PT PLN (Persero) UP3 Klaten. Metode penelitian yang digunakan meliputi perancangan sistem pengawasan, pemilihan kamera IP outdoor nirkabel, perakitan dan pemasangan perangkat menggunakan tripod portabel, integrasi jaringan internet melalui Mobile WiFi Hotspot 4G LTE, serta pengujian fungsi sistem melalui aplikasi BIOTA Smart Home. Pengumpulan data dilakukan melalui observasi lapangan, dokumentasi visual berupa tangkapan layar dan rekaman video, serta evaluasi aktivitas pekerjaan berdasarkan standar K3L yang berlaku. Hasil penelitian menunjukkan bahwa sistem kamera pengawas jarak jauh mampu beroperasi secara stabil dan efektif dalam memantau aktivitas pekerjaan secara real-time, mendokumentasikan proses kerja, serta membantu pengawas dalam mengidentifikasi potensi pelanggaran K3L. Pada tahap implementasi ditemukan adanya pelanggaran K3L, seperti penggunaan Alat Pelindung Diri (APD) yang tidak lengkap (pekerja tidak memakai full body harness, pekerja tidak memakai helm keselamatan, pekerja tidak memakai sepatu safety), serta kondisi pekerjaan yang telah memenuhi standar keselamatan. Dengan demikian, sistem yang dirancang terbukti meningkatkan efektivitas pengawasan, mempercepat deteksi pelanggaran, dan mendukung peningkatan keselamatan kerja pada proyek konstruksi jaringan distribusi listrik.

Electrical distribution network construction works involve high risks related to occupational safety, work quality, and potential violations of Occupational Health, Safety, and Environmental (HSE) procedures. Field supervision that still relies on the physical presence of supervisors often faces limitations, especially in projects with widely distributed work locations and a limited number of supervisory personnel. This study aims to design and implement a remote surveillance system based on Internet Protocol (IP) cameras as a supporting tool for monitoring electrical distribution network construction activities and the implementation of HSE at PT PLN (Persero) UP3 Klaten. The research method includes the design of the surveillance system, selection of wireless outdoor IP cameras, assembly and installation of the equipment using a portable tripod, integration of internet connectivity through a 4G LTE mobile WiFi hotspot, and system functionality testing using the BIOTA Smart Home application. Data collection was carried out through field observations, visual documentation in the form of screenshots and video recordings, and evaluation of work activities based on applicable HSE standards. The results show that the remote surveillance system operates stably and effectively in monitoring work activities in real time, documenting work processes, and assisting supervisors in identifying potential HSE violations. During the implementation stage, several HSE violations were identified, such as the incomplete use of Personal Protective Equipment (PPE), including workers not wearing full body harnesses, safety helmets, and safety shoes, as well as work conditions that complied with safety standards. Therefore, the designed system is proven to improve supervision effectiveness, accelerate the detection of violations, and support the enhancement of occupational safety in electrical distribution network construction projects.
