Abstract

Indonesia merupakan negara yang rentan terhadap bencana hidrometeorologi seperti banjir, tanah longsor, dan cuaca ekstrem yang sering mengakibatkan kerusakan infrastruktur. Proyek rekonstruksi infrastruktur pascabencana memiliki tingkat kompleksitas yang tinggi karena dipengaruhi oleh berbagai faktor yang saling berhubungan, seperti aspek teknis, waktu, biaya, risiko, stakeholder, mutu, dan kebijakan. Penelitian ini bertujuan untuk mengidentifikasi hubungan antar faktor yang mempengaruhi proyek rekonstruksi infrastruktur pascabencana hidrometeorologi serta merancang model manajemen proyek berbasis integrasi metode Decision Making Trial and Evaluation Laboratory (DEMATEL) dan Interpretive Structural Modeling (ISM). Penelitian menggunakan pendekatan kuantitatif dengan pengumpulan data melalui studi literatur dan penyebaran kuesioner kepada 52 responden yang terdiri atas praktisi konstruksi, konsultan, akademisi, dan instansi pemerintah yang berpengalaman di bidang konstruksi dan rekonstruksi infrastruktur. Analisis DEMATEL digunakan untuk mengidentifikasi hubungan sebab-akibat antar faktor, sedangkan ISM digunakan untuk menyusun struktur hierarki hubungan antar faktor sehingga diperoleh model manajemen proyek yang sistematis. Hasil penelitian menunjukkan bahwa faktor risiko proyek, stakeholder, mutu proyek, kebijakan, dan teknis infrastruktur termasuk kelompok faktor penyebab (cause), sedangkan faktor waktu pelaksanaan dan biaya proyek termasuk kelompok faktor akibat (effect). Hasil ISM membentuk tiga level hierarki, dengan faktor risiko proyek sebagai faktor dasar yang menjadi penggerak utama sistem, diikuti faktor biaya proyek dan kebijakan, kemudian faktor teknis infrastruktur, stakeholder, dan mutu proyek, serta faktor waktu pelaksanaan sebagai faktor yang paling dipengaruhi. Integrasi hasil DEMATEL dan ISM menghasilkan model manajemen proyek rekonstruksi infrastruktur pascabencana hidrometeorologi yang dapat digunakan sebagai acuan dalam menentukan prioritas pengelolaan faktor-faktor kritis sehingga mendukung pelaksanaan proyek yang lebih efektif, efisien, dan terstruktur.

Indonesia is a country vulnerable to hydrometeorological disasters such as floods, landslides, and extreme weather, which often result in infrastructure damage. Post-disaster infrastructure reconstruction projects are highly complex due to the influence of various interrelated factors, such as technical aspects, time, cost, risk, stakeholders, quality, and policy. This study aims to identify the relationships among factors influencing post-hydrometeorological disaster infrastructure reconstruction projects and to design a project management model based on the integration of the Decision Making Trial and Evaluation Laboratory (DEMATEL) and Interpretive Structural Modeling (ISM) methods. The study employed a quantitative approach, collecting data through a literature review and a questionnaire distributed to 52 respondents, including construction practitioners, consultants, academics, and government agencies with experience in infrastructure construction and reconstruction. DEMATEL analysis is used to identify cause-and-effect relationships among factors, while ISM is used to construct a hierarchical structure of relationships among factors, thereby yielding a systematic project management model. The research results show that project risk factors, stakeholders, project quality, policies, and infrastructure technical factors belong to the “cause” group, while project implementation time and project cost factors belong to the “effect” group. The ISM results form a three-level hierarchy, with project risk factors as the foundational factors that serve as the primary drivers of the system, followed by project cost and policy factors, then infrastructure technical factors, stakeholders, and project quality, with project implementation time as the most affected factor. The integration of the DEMATEL and ISM results produces a project management model for post-hydrometeorological disaster infrastructure reconstruction that can be used as a reference in prioritizing the management of critical factors, thereby supporting more effective, efficient, and structured project implementation.
