Penelitian ini menggunakan data realisasi biaya operasi pada periode 1 Januari sampai dengan 31 Desember 2015 yang berupa data produksi dan penjualan tenaga listrik, data daya tersambung (kVA) pergolongan tarif, dan data penjualan energi (kWh). Dari data tersebut, dapat dihitung lamanya pemakaian (jam nyala), biaya operasional perunsur dan perfungsi, faktor SAIDI SAIFI untuk jaringan tegangan menengah (JTM) dan jaringan tegangan rendah (JTR), biaya total pokok penyediaan tenaga listrik (BPP TL), BPP perjenis tegangan, alokasi losses pada volume penjualan, losses pertegangan, load faktor rata-rata pergolongan tarif, alokasi biaya variabel pada volume penjualan, alokasi biaya variabel pada daya tersambung, BPP TM dan TR, BPP per-golongan pelanggan, biaya tetap, serta biaya total dari produksi listrik berupa BPP dan biaya variabel. Dari perhitungan biaya tersebut diharapkan dapat mengetahui golongan mana yang menikmati subsidi dan dapat mengetahui rata-rata tarif penjualan dalam setiap tahun.
